Ted Nishihara, a 29 year-old Cerritos resident and a substitute teacher from the Norwalk-La Mirada Unified School District has been arrested and charged with one misdemeanor count of child molestation.
Los Angeles County Sheriff's Special Victims Bureau detectives arrested the substitute teacher on Monday at his Cerritos residence where he was immediately taken into custody and held at the Cerritos Sheriff’s Station.
On Wednesday he appeared before Downey Superior Court Judge John Ing for arraignment in and he entered a plea of “not guilty.”  A pre-trial conference is scheduled for March 28th in Division 5.
Sandi Gibbons, Public Information Officer for the Los Angeles County District Attorney said Nishihara could get up one year in jail and faces up to a $5,000 fine if he is found guilty of the charge.

Sheriff’s officials said that on Thursday, March 8, the mother of a female student reported to Norwalk Sheriff’s Station deputies that her daughter told her that Nishihara had touched her “in a sexual manner during class.”
Detectives responded to the school on Monday morning and interviewed several students as well as staff members and others and then contacted Nishihara at his residence.
Dr. Ruth Perez, Superintendent of Schools for Norwalk La Mirada USD told LCCN that Nishihara has been a substitute teacher with the district for the past five years, and that he has never had a discipline problem of “any kind” in the past.
Perez said that Nishihara has been blocked from returning as a substitute teacher.  “We are taking this very seriously.”
Additionally, Nishihara has been formally released as a substitute teacher with the ABC Unified School District according to Deputy Superintendent Dr. Mary Sieu.  “We sent him a letter notifying him that he is no longer affiliated with our district,” she said.
Sieu said detectives contacted her about Nishihara last week via telephone and that she and school district officials were “cooperating” with the investigation.   She would not go into specifics.
Perez told Los Cerritos Community News that some female students between the ages of 12 and 13 reported to school officials that Nishihara was “looking at them uncomfortably” and that a mother of one of the students began sharing “additional details” about the minor’s interaction with Nishihara.
Perez said there is no confirmation from school district officials if Nishihara had “inappropriately touched any student.”  “The case is now in the hands of law enforcement and the investigation is ongoing,” she said.
“Our teachers at Los Coyotes are all fine, and all of them have been told about the situation, and the students are all getting back to normal,” Perez said.  On Tuesday morning, Perez said that she had already conducted six television news interviews and a “stack of interview requests” from other media outlets.
Los Cerritos Community News has also learned that Nishihara lists the ABC Unified School District as one of his additional employers, according to an on-line professional website.
He also states that he “Substitute teaches for certified elementary through high school teachers,” and is also affiliated as a tutor with Personal Academic Tutor and SCORE! Educational Centers.
“Our main responsibility as a school district is to make sure that we provide a safe environment for all of our students,” Perez said.  “It is difficult for any child to come forward, and we need to keep encouraging our children to speak up and for parents to listen,” Perez said.
A few of Nishihara’s friends have posted on his Facebook Page just hours after the media started reporting his arrest.  One of them posted “Free Ted!! I’m staying a union of supporters!!!”  Another post said “we’re behind you Ted. Keep your head up and know that your friends have your back.”
Nishihara is a lifetime resident of Cerritos and attended local schools and graduated from Cerritos High School in 2000. Detectives are looking for additional victims and or witnesses by calling the Sheriff’s Special Victims Bureau at (877) 710-LASD (710-5273).

Norwalk Sheriff’s have arrested a suspect for allegedly drugging his children’s babysitter and then sexually molesting his victim.
Suspect Kevin Cady, allegedly hired a young female, the victim, through an online babysitting service to watch his minor children in his home while he was away at work.
In a statement from members of the Los Angeles County Sheriff’s Department, Cady returned home from work early and offered the victim a drink he had prepared. The victim consumed the drink and immediately began to feel sleepy. She awoke sometime later to find the suspect sexually assaulting her. She fled the location and called the Sheriff’s Department.
Cady was detained, but was released pending further investigation and results of the toxicology report. On February 15, 2012, a toxicology report showed the presence of a drug which is normally used in hospitals before surgical procedures, and causes drowsiness and memory loss, was found in the victim’s system.
On February 29, 2012, an arrest and search warrant was issued for the suspect and his residence. The warrant was served and the suspect was arrested and booked at Norwalk Station. The suspect is currently in custody awaiting a preliminary hearing.
Anyone who has had a similar encounter or has information related to the suspect’s arrest is encouraged to contact Norwalk Station Detective Marquez.

In a stinging rebuke, members of the California Association of Professional Employees, AFL-CIO have told embattled Los Angeles County Assessor John R. Noguez that they have lost confidence in his ability to oversee the management and operations of the complex agency that is now the center of at least two investigations by law enforcement agencies.
Los Cerritos Community News has obtained two formal letters from CAPE Board President Carlos Clayton, and CAPE Attorney Blaine J. Meek that blasts Noguez about his “improper intervention by Assessor’s officials in the appraisal process, and inappropriate access allowed to tax representatives.”
LCCN was the first news agency to report on the investigation of Noguez in early February. Since then several major daily newspapers, television news programs, and radio talk shows have picked up on the mounting legal problems facing Noguez.
On December 30, 2011 CAPE Attorney Meek sent a formal letter to Noguez to “convey the growing concerns of our Appraiser members regarding some recent perceived impropriates by your management.”
“We are sure you are aware that our Appraiser members care deeply about their work and reputation for fairness and integrity,” Meek states. “Our Board (CAPE) is very concerned about the growing perception among our Appraiser members that several outside property tax agents have been given too much access and influence, and that some Assessor’s office executives are inappropriately intervening in the valuation process which jeopardizes the impartiality and integrity of the office.”

Remembering our friend Patrick Mayuga Simbol who passed away far too soon....

Remembering Patrick Mayuga Simbol

By Randy Economy
I was saddened, and shocked to hear the news about the passing of popular Cerritos resident and community leader Patrick Mayuga Simbol.
Simbol, the father of three children was married and a former graduate of Whitney High School in 1988 as well as a graduate of the University of Southern California.
He was 41 years old and will be remembered for his love of music, his family, and many friends.  Several on his friends have taken to Facebook to express their deep sadness about Patrick’s passing. I have beautiful memories of Patrick, and just hope that everyone can keep him in your thoughts and prayers.

Further, LCCN has confirmed that Carlos has no professional experience in the field of tax management or as a professional appraiser prior to his hiring by Noguez.
“Carlos now wears the badge of Chief of Staff and is calling all the shots. He runs the joint, day in and day out,” one employee with more than 33 years experience inside the Assessor’s office told LCCN.
On February 7th, Carlos fired off an email to every employee at the assessor’s office remindi

ng them “wherein Assessor Noguez reminded all personnel to be diligent in valuing property at its fair market value, in accordance to the law, regardless of a property owner’s relationship with the Assessor.”
Carlos goes on to state in the email that “in keeping with this directive, if any tax payer representative has communicated expectations of special treatment related to any case with the Assessor’s office, please immediately forward to me the substance of that communication, along with the name of the party and the case number involved, through “your chain of command.”
“Our code of ethics requires the maintenance of integrity and propriety in all departments’ matters and any behavior that may compromise the ability of the department to carry out its lawful function will be appropriately addressed,” the memo is signed by Carlos and ends with the note “thank you for your cooperation in this matter.”
Brian Hews, LCCN Publisher said “it is the responsibility of a free and open news organization to have direct information regarding the internal activities of any government agency, especially one as complex and powerful as the Los Angeles County Assessor.”
LCCN was the first news organization to break the story that Noguez and his office is the subject of at least two criminal probes by the Los Angeles County District Attorney’s Office. Since then, several other news agencies including the Los Angeles Times, Associated Press, Eastern Group Publications and a growing assortment of radio talk shows and television news casts are beginning to cover the ever fluid developments.
Hews sent a direct request to the Los Angeles County Registrar Recorder requesting several hundred pages of public documents, records, and internal memos under the “Freedom of Information Act” regarding the activities of Noguez.
In another memo obtained by LCCN, dated Tuesday, August 2, 2011, Noguez began informing his staff of several hundred employees of “organizations changes” based upon his “vision for the Assessor’s Office to provide fair appraisals in the most efficient professional and courteous manner possible.”
Noguez, who is a former elected city councilman from Huntington Park, also states that he used “preference sheets were reviewed and every effort was made to accommodate these requests.”
“However, in some cases it was necessary to deviate from the preference list to provide the best fit for each considered position,” Noguez wrote.
In another memo obtained by LCCN from June 16, 2011 under both the signature of Noguez and Assistant Assessor George Rekei, announced that Mark McNeill would be promoted to the position of Chief Appraiser of Major Real Properties and Andrew Stephens to the position of Chief Appraiser of Assessment Services...

Natural gas odor travels over Orange, Los Angeles County tonight. Everything is under control....

Natural gas regulator
Image via Wikipedia
I just left the newsroom of Los Cerritos Community News. The smell of natural gas is all over the air here in the hood. What is it? Mystery solved. Got this note from the city of La Palma" "On Thursday, February 23, 2012 at about 5:00 p.m. Oil companies performed a controlled release of natural gas from the oil platforms off the coast of Sunset Beach. During the gas release, winds coming from the south carried the natural gas odor across several cities, including La Palma. Reports of smelling the order, have lasted for no more than 20 minutes. According the Orange County Fire Authority, this is a standard procedure, which is done frequently from these oil platforms and there are no health risks associated with these procedures." Case closed on this stinky situation.

Knabe blasts State over Redevelopment Agency demise

Los Angeles County Supervisor Don Knabe at Thursday's "State of the County" remarks in front of the Cerritos Regional Chamber of Commerce.

• Thu, Feb 02, 2012
Los Angeles County Supervisor Don Knabe blasted state lawmakers on Thursday for the dismantlement of community redevelopment agencies during an address to members of the Cerritos Regional Chamber of Commerce.
Knabe didn’t miss words in regards to his opposition to the recent number of court rulings and new state law that does away with CRA beginning this past Wednesday during an address to members of the Cerritos Regional Chamber of Commerce.
Knabe didn’t miss words in regards to his opposition to the recent number of court rulings and new state law that does away with CRA beginning this past Wednesday.
“Boy, this is going to be a mess,” Knabe said. “As you know, redevelopment agencies have been around for decades to give communities a chance to reinvent themselves. There was also a 20 percent set-aside for affordable and senior housing.”
“In many cities across California, it worked and transformed communities. Right here in Cerritos, and in other areas of the 4th District, this resulted in new jobs, services, and increased property and sales tax revenues for the city, county and state,” said Knabe.
Knabe, a former city councilman and mayor of Cerritos said that most of the Fourth District had the most RDAs in LA County, a total of 17, including in Norwalk, Artesia, Hawaiian Gardens, La Mirada and other area communities.
“Some have suggested that redevelopment agencies did not have enough oversight, resulting in bloated staff and mismanagement of funds. Yes, it’s true that there have been problems with some agencies and those must absolutely be addressed,” he said.
“But let’s be honest here. This isn’t an effort by the state and the governor to clean up redevelopment. As with realignment and the move of state prisoners to county jails, this is one more attempt by the state to balance its budget on the back of local government,” the supervisor said.
