LONNIE DAVID FRANKLIN, JR: "Grim Sleeper" Murder suspect arrained for 10 murders here in Los Angeles over a 20 year period.

LOS ANGELES -- Lonnie David Franklin Jr., the alleged “Grim Sleeper” serial killer accused of murdering 10 victims over a more than 20-year span, was arraigned today on an indictment charging him with the killings.

“The indictment in the ‘Grim Sleeper’ case that was unsealed today in the Superior Court was necessitated by a desire to move this significant murder case forward to trial,” said District Attorney Steve Cooley in a written statement.

“The families of the victims should be accorded timely resolution of the allegations of the murders of their loved ones,” the District Attorney added.

Franklin, 58, was charged in July of last year with 10 counts of murder with the special circumstance allegation of multiple murders. He also was charged with one count of attempted “willful, deliberate and premeditated murder” in the case of an 11th victim who survived. The indictment contains the same charges.
Although the case was filed nearly a year ago, there never was a date scheduled for a preliminary hearing of the evidence, which would have been the next stage of the proceedings. At a preliminary hearing, a judge determines if there is sufficient evidence for a felony defendant to stand trial.

The indictment returned Wednesday afternoon by the Los Angeles County Grand Jury following a little more than six-day hearing supersedes the criminal complaint and moves the case directly to trial.

Franklin is accused of killing his victims – girls and women ranging in age from 14 to 36 – between August 1985 and January 2007. Most of the victims were discovered dumped in alleys and covered with debris. They were shot to death and/or strangled.

The charges make Franklin eligible for the death penalty, but the District Attorney’s office has not made a final decision on whether death or life without parole will be sought against the defendant.

Deputy District Attorney Beth Silverman of the Major Crimes Division and Deputy District Attorney Marguerite Rizzo of the Family Violence Division are prosecuting the case.

Franklin was arrested by Los Angeles Police Department Robbery-Homicide detectives after a lengthy task force investigation.

Update from the Associated Press at 8:30 a.m. PST

The quakes struck along Myanmar's borders with Thailand and Laos, about 70 miles from the northern Thai city of Chiang Rai. The northern Thai city sustained a little damage, according to Thai television. The 6.8-magnitude quake was just six miles (10 kilometers) deep, according to the U.S. Geological Survey. There are no immediate reports of injuries.

Myanmar

A large 6.8 earthquake has hit in the northern part of Myanmar and it was felt as far away at Thailand.

My "adopted brother" Martin, is from Myanmar, and I am praying for his friends and family who live in Yangoon. His uncle, Fr. Francis is a Catholic Priest and lives in this Northern portion of Myanmar that has been hit with the quake.

The world is remembering Elizabeth Taylor today.

She was 79 when she died over at Cedars Sinai Hospital in West Los Angeles.  She was a hero to me, and many others.  A champion for human rights and man kind.  Yes.  There will only be one Elizabeth Taylor.  These images here from You Tube tell the story of her public life

But it was her life as a "private citizen" that I will always admire and appreciate the most.

Elizabeth Taylor has died at the age of 79.


She was bigger than life, and today her passing is just starting to hit the news wires. I had the honor to meet her on a few special occasions and she really was "bigger than life itself."

Dame Elizabeth Rosemond Taylor, DBE (born 27 February 1932; died 23 March 2011), also known as Liz Taylor, is an English-American actress. A former child star, she grew to be known for her acting talent and beauty, as well as her Hollywood lifestyle, including many marriages. Taylor is considered one of the great actresses of Hollywood's golden age. The American Film Institute named Taylor seventh on its Female Legends list.

She helped start the American Foundation for AIDS Research (amfAR) after the death of her former costar and friend, Rock Hudson. She also created her own AIDS foundation, the Elizabeth Taylor Aids Foundation (ETAF). By 1999, she had helped to raise an estimated US$50 million to fight the disease. In 2006, Taylor commissioned a 37-foot (11 m) "Care Van" equipped with examination tables and X Ray equipment and also donated US$40,000 to the New Orleans Aids task force, a charity designed for the New Orleans population with AIDS and HIV. SANTA ANA – A former Tesoro High School senior was convicted today of breaking into his high school on multiple occasions to steal advanced placement (AP) tests from classrooms, alter test scores, and change official college transcript grades. Omar Shahid Khan, 21, Coto de Caza, pleaded guilty to the court to two felony counts of commercial burglary and one felony count each of altering public records, stealing or removing public records, and attempting to steal or remove public records. He is expected to be sentenced Aug. 26, 2011, to 30 days in jail, three years of probation, 500 hours of community service, and over $14,900 in restitution. The sentencing will be at 9:00 a.m. in Department C-41, Central Justice Center, Santa Ana.

Co-defendant Tanvir Singh, 21, Ladera Ranch, pleaded guilty Sept. 9, 2008, to one felony count of attempting to steal or remove public records and one misdemeanor count of computer access and fraud. He was sentenced on that date to 200 hours of community service and three years of formal probation.

Between Jan. 23, 2008, and May 19, 2008, Khan entered classrooms and administrative offices at Tesoro High School on several occasions late at night and on weekends to steal AP course tests and access school computers to change his grades. Between Jan. 23, 2008, and Jan. 26, 2008, Khan obtained the user name and password of his AP Physics instructor and accessed the classroom computer to change his test scores and grades. On April 17, 2008, he entered the school administrative offices late at night and changed his office transcripts using the Registrar’s user name and password, which he previously obtained by installing spyware devices on multiple computers in Tesoro’s administration offices. 

On April 18, 2008, Khan was caught cheating on an AP Statistics test. The teacher confiscated the test and gave it to the Assistant Principal for further disciplinary action. Over the weekend, Khan broke into the Assistant Principal’s office and stole the test in an attempt to destroy the evidence that he cheated.

Late at night on April 21, 2008, Kahn entered the administration offices to change his transcript grades and the grades of other students in the district’s grade database program. The following morning, he requested certified copies of his official transcripts in order to appeal his denial of admission to several colleges including the University of Southern California and the Universities of California, Berkeley and Los Angeles.

On May 19, 2008, Khan and Singh entered a classroom to steal an English test scheduled for the following day but were interrupted by a night custodian and fled the scene. Cell phone records established that Kahn and Singh exchanged several text messages earlier that day detailing their plans to break into the English teacher’s classroom later in the evening to steal the test answers. A subsequent search by the Orange County Sheriff’s Department revealed that Khan had installed spyware devices on the computers of several teachers and school administrators throughout his senior year. The devices were used to obtain passwords to access teacher computers in classrooms and school administrative offices.

Deputy District Attorney Chuck Lawhorn of the White Collar Crime Team is prosecuting this case.

Charlie Sheen and Jimmy Kimmel  in love? 

Yep. Looks like it.

The cat is out of the bag, and last night on "Jimmy Kimmel Live," the two Hollywood icons locked lips and declared their "love" and "commitment" to one another as the world watched helplessly. 

Has Sheen moved his "Goddesses" out of his swanky Beverly Hills pad?  Is Charlie and Jimmy about to "finally go public" about their "relationship."


Everyone in Hollywood has been talking about Kimmel and Sheen. The two could barely contain themselves on the "JKL" set last night.

I support Mr. Kimmel and Mr. Sheen.  We all need to be "happy" for the new "power couple."

We now know the name of the victim who died today in that horrific "car dragging" accident that took place in Tustin.

The Orange County Sheriff-Coroner identified the victim killed at Berna Martinez, age 74. The accident took place at 11:43 a.m. during a rainstorm. Martinez was hit by a vehicle who was exiting the northbound 5 Freeway at Red Hill Avenue.

Her body was found at Newport and Walnut avenues, nearly one half mile away, according to law enforcement.

Today's awful rain could be a contributing factor in an accident that police are describing as a "dragging" death of a woman.

The woman killed, who's identity is not know at this time, was hit when the vehicle was exiting the northbound 5 Freeway at Red Hill Avenue at about 11:30 a.m. The body was found at Newport and Walnut avenues, nearly one half mile away.

The person who hit the victim is being interviewed, and has not been charged at this time.  She is reported to be in her 70's.  I can't imagine how awful she must be feeling this afternoon.  It was raining extremely hard at the time of the incident.

James Alfred Burnett: Ex-Felon Charged with Kidnapping at Train Station in Compton

A train of the Los Angeles Metro's Green Line ...Image via WikipediaLOS ANGELES – An ex-felon who allegedly grabbed a young woman at a Metro station last week in southeast Los Angeles was charged today with kidnapping and other crimes, the District Attorney’s office announced. James Alfred Burnett, 46 (dob 1-5-65), was charged in case No. TA117250 with one felony count each of making criminal threats, kidnapping and false imprisonment with the special allegation he’s a “Third Striker.” The case was assigned Deputy District Attorney Mia Wood to prosecute. Burnett allegedly grabbed the 25-year-old woman about 2 p.m. Thursday at the Avalon Green Line station. As the woman struggled and screamed for help, Burnett allegedly threatened to kill the victim as a train approached. Several bystanders came to her aid, and she was able to get away. Witnesses followed Burnett onto the train and alerted security at the next stop, authorities said. He is scheduled to be arraigned this afternoon at Compton Superior Court, Department 12. He is being held on $1.2 million bail. If convicted, he faces 25 years to life in state prison.

 I woke up this morning, and it looks like we could be on the verge of an all out war in Libya.

Rueters is reporting that allied warplanes are stopping Libyan leader Muammar Gaddafi's forces attacking the rebel-held city of Benghazi.

Moammar Gadhafi took advantage of international indecision to attack the heart of the 5-week-old uprising on Saturday, sending troops, tanks and warplanes to swarm the first city seized by the rebels. Crashing shells shook buildings, and the sounds of battle drew closer to Benghazi's center.

Scary day for the world.

Remembering Warren Christopher: A look back at "The Christopher Commission" and one of the darkest periods in Los Angeles history.

To remember the life of Warren Christopher, especially if you live here in Los Angeles, you will remember his work now known as "The Christopher Report."

Warren Christopher will go down in Los Angeles history for the Independent Commission on the Los Angeles Police Department, that he oversaw that was formed in July 1991, in the wake of the Rodney King beating, by then-mayor of Los Angeles Tom Bradley.

Like many of you, the LA Riots changed my life.  I lived right off of Olympic and Robertson when the riot broke out and when all "hell" broke loose in Los Angeles for over a week. 
54,000 people were arrested during the riots.  2000 people were injured. 55 people were killed.  Billions of dollars in damage.  Los Angeles lost its luster.

It was Warren Christopher who took the reigns to help harness our city out of the "Rodney King era."  He was a lightning rod here in LA.  But he was also a "statesman" who had the world stage awaiting him.




The commission was created to conduct 'a full and fair examination of the structure and operation of the LAPD,' including its recruitment and training practices, internal disciplinary system, and citizen complaint system.

However, with the election of Richard Riordan, these reforms were put on hold.   We needed his "Commission Report" to be enacted, but Riordan put a stop to that as soon as he took over for Mayor Bradley.
The following are, verbatim, some of the commission's findings:
  • There is a significant number of officers in the LAPD who repetitively use excessive force against the public and persistently ignore the written guidelines of the department regarding force.
  • The failure to control these officers is a management issue that is at the heart of the problem. The documents and data that we have analyzed have all been available to the department; indeed, most of this information came from that source. The LAPD's failure to analyze and act upon these revealing data evidences a significant breakdown in the management and leadership of the Department. The Los Angeles Board of Police Commissioners, lacking investigators or other resources, failed in its duty to monitor the Department in this sensitive use of force area. The Department not only failed to deal with the problem group of officers but it often rewarded them with positive evaluations and promotions.
  • We recommend a new standard of accountability....Ugly incidents will not diminish until ranking officers know they will be held responsible for what happens in their sector, whether or not they personally participate."
  • The commission highlighted the problem of "repeat offenders" on the force, finding that of approximately 1,800 officers against whom an allegation of excessive force or improper tactics was made from 1986 to 1990, more than 1,400 had only one or two allegations. But 183 officers had four or more allegations, forty-four had six or more, sixteen had eight or more, and one had sixteen such allegations. Generally, the forty-four officers with six complaints or more had received positive performance evaluations that failed to record "sustained" complaints or to discuss their significance.
The Christopher Commission found that only forty-two of 2,152 allegations of excessive force from 1986 to 1990 were sustained - or less than 2 percent.  "According to the Christopher Commission '... the complaint system is skewed against complainants.'"The majority of investigations at that time were done by division staff, not IAD, and the commission found this seriously problematic because division investigators often failed even to interview or identify witnesses."

Sad news.  

I just heard about the passing of Warren Christopher, the iconic Diplomat who had a long association with our community here in Los Angeles.  He was 85 years old, and had battled kidney and bladder cancer.


The family has released the following statement:


"Former Secretary of State Warren Christopher passed away peacefully, surrounded by family at his home in Los Angeles, on the evening of Friday, March 18, 2011. Mr. Christopher died from complications of kidney and bladder cancer. He was 85. Plans for a private memorial service are pending. A full obituary will be forthcoming shortly."

When I worked in Century City several years ago,  use to run into Warren Christopher every once in a while.  He was "bigger than life" but always had time for a hand shake and a wave.

He was compassionate about human life, and cared about the world around us.

Warren Minor Christopher (October 27, 1925 – March 18, 2011) was an American diplomat, lawyer, and public servant. During Bill Clinton's first term as President, Christopher served as the 63rd Secretary of State. He also served as Deputy Attorney General in the Lyndon Johnson administration, and as Deputy Secretary of State in the Jimmy Carter administration. At the time of his death, he was a Senior Partner at O'Melveny & Myers in the firm's Century City, CA office. He has also served as a professor in the College Honors Program at the University of California at Los Angeles. He was a Senior Partner at O'Melveny & Myers' Century City, CA office.
