Special Victims Bureau detectives are conducting a criminal investigation involving sex crimes against a minor by her math tutor at the Kumon Learning Center in Norwalk. The suspect, 63 year old Frank Chung, is the owner of the center and has worked there for 5 years, providing after school tutoring. He has worked in a similar capacity at centers in northern California for the past 25 years.
The incident was reported to Norwalk patrol deputies on September 6, 2011, after the 13 year old female victim was overheard telling one of her siblings of the inappropriate sexual contact with the suspect on several occasions.
Detectives from the Sheriff’s Special Victims Bureau began an immediate investigation. After conducting numerous interviews and background work the suspect was arrested at his residence in La Palma, CA at 2:23 p.m. on September 8, 2011 without incident. The suspect is being held on $1,000,000.00.
Based on the investigation, Detectives from the Special Victims Bureau believe there are more victims and are requesting help from the public. If anyone has information regarding this case they are urged to call the Sheriff’s Special Victims Bureau at 1-877-710-LASD.

My niece was molested by her Kumon Math & Reading Tutor at the tutoring center that she was studying at. Why are there no laws that require all private tutors and tutoring companies to have teaching licenses just like regular teachers in schools? There are so many children who are raped and molested by their tutors at their homes or at tutoring centers. I strongly feel that tough laws should be enacted by every state and township that regulate private tutors.
