Dr. Kathleen Daly: Los Angeles County Mental Health Director Charged with Misappropriation

LOS ANGELES – The county’s director of Adult Justice Housing for the Mental Health Department is scheduled to be arraigned today on a charge of hiring her husband to provide services to the department, the District Attorney’s office announced. Dr. Kathleen Daly, 56, allegedly signed a contract hiring her husband as a consultant to provide educational services through UCLA Harbor, said Deputy District Attorney Michele Gilmer with the Public Integrity Division. The contract ran from Feb. 1, 2008 to Jan. 31, 2010. Her husband was paid a total of $20,606 by the county department. Daly was charged in a felony complaint for arrest warrant filed Tuesday with one felony count of conflict of interest in case BA393381. She is due to surrender today at the Criminal Justice Center, 210 W. Temple St., Department 30. Prosecutors will ask that her bail be set at $20,000.

There is more corruption in the LAC-DMH than this one case. Executives at the upper management level are in the "know" as this practice has been overlooked. These individuals need to be held accountable. There has been a long history of nepotism and unfair hiring practices in this department. For example, there are some staff who are in leadership positions that are not even licensed clinicians yet are put in charge of geographical areas and subordinate staff who are licensed with more education and training than their superior. The arrest of this high level DMH Chief proves that no individual is above the law. Each county servant should be held accountable for they actions and this needs to start from the upper management within LAC-DMH.

LAC-DMH is super corrupt. From Marvin Southard all the way down to the Program Managers. The culture they create for service delivery to the mentally ill is absolute non-sense and a complete disservice to LA. So much money we invest into this and all we see for it is rhetoric and a little pony show with manipulated statistics, "we need more money to keep doing what we are doing" (keep billing medi-cal) to support those 6 figure unjustified salaries.
