CARLETON STATES: Felony Charges Filed Against Baldwin Park Man Accused of Shooting at Neighbor’s Dog

This map shows the incorporated areas in Los A...Image via WikipediaWEST COVINA – A Baldwin Park man accused of shooting at his neighbor’s barking dog in the presence of its owner, a 7-year-old girl, was charged today with half a dozen felony counts.
Carleton Raye States, 31 (dob 12/25/79), is charged in case No. KA094367 with two counts of child abuse and one count each of criminal threats; first-degree burglary, person present; discharge of a firearm with gross negligence; and having a concealed firearm.
The criminal complaint includes a special allegation of personal use of a firearm.
States is scheduled to be arraigned this afternoon in Department 4 of Citrus Superior Court in West Covina.
On May 25, while the child victim was playing outside of her home with her dog “Smalls,” the defendant allegedly began taunting the animal. When the dog began to bark, the defendant purportedly drew a handgun, prompting the girl to run inside her home.
States allegedly went on to fire a round at the dog, causing the animal to run inside. Authorities allege that States then followed the child and her pet inside the home, pointed a gun at the girl – who was holding the dog in her lap – and threatened to shoot the animal.
If convicted as charged, States faces a maximum state prison term of 20 years, nine months. His bail is recommended at $270,000.
