Embattled Los Angeles County Assessor John R. Noguez has accepted the resignation of his chief of staff Chris Carlos, EdD., Los Cerritos Community News can confirm.
In a memo to his employees this morning at 8:46 a.m., Noguez said that he accepted the resignation of Carlos two days ago and has placed George Renkei as his top administrator.
Noguez turned the reigns of America’s largest county government property assessment agency to Carlos, a former political operative of a San Gabriel Valley based trash recycling business, just months after his election in November of 2010.
In documents obtained by Los Cerritos Community News, Noguez radically redrew the organizational chart of the Assessor’s office and gave political contributor Chris Carlos, EdD the top administrative position. Carlos is the former head of Government Affairs at Athens Disposal Services and is now Chief of Staff to Noguez. ..

He is just 19 years old, and is from Westlake, LA.  He loves his "craw fish."

UPDATE: GODINEZ HIGH SCHOOL TEACHER JOSEPH MANUEL ORDUNA ARRESTED FOR CHILD ANNOYANCE, also played in the NFL for the Giants and Colts.

UPDATE at 1:01 p.m.:
Orange County Register is reporting the following: Godinez played in the NFL. "According to the Nebraska High School Hall of Fame Foundation website, Orduna played football at the University of Nebraska and played three years in the NFL for the New York Giants and Baltimore Colts. He was inducted into the Nebraska Football Hall of Fame in 1990."  


SANTA ANA – Law enforcement is seeking the public’s help identifying potential additional victims of a high school biology teacher who has been arrested today by the Santa Ana Police Department (SAPD) and charged with making sexually suggestive comments and inappropriately touching two female students. Joseph Manuel Orduna, 63, Irvine, is charged with two misdemeanor counts of child annoyance and faces a maximum sentence of two years in jail if convicted.

Godinez Fundamental High SchoolHe is being held on $25,000 bail and is expected to be arraigned at a later date in Department CJ-1, Central Jail, Santa Ana. At the time of the crimes, Orduna was a biology teacher and wresting coach at Godinez Fundamental High School in Santa Ana. The defendant is accused of frequently making inappropriate comments about sex in front of his class including discussing details of his sex life.

 Between April and June 2011, he is accused of making sexually suggestive comments and inappropriately touching two 16-year-old female students. The defendant is accused of frequently tightly hugging both victims for long periods of time. On one occasion, Orduna is accused of kissing Jane Doe #1 on the lips while giving her a hug in the hallway of the school near the entrance to his classroom.

On another occasion, Orduna is accused of grabbing Jane Doe #2’s buttocks while hugging her. Jane Doe #1 reported the inappropriate contact to school officials, who contacted the Santa Ana Police Department (SAPD). In the course of their investigation, SAPD learned of the inappropriate contact with Jane Doe #2. Santa Ana Unified School District is aware of the allegations, assisted in the investigation and has taken affirmative steps to ensure student safety. Anyone with additional information or who believes they have been a victim is encouraged to contact SAPD Detective Ed Zaragoza at (714) 245-8351 or Supervising District Attorney Investigator Carl Waddell at (714) 834-7538. Deputy District Attorney Brad Schoenleben is prosecuting this case.

public high school in Santa Ana, California, and is part of the Santa Ana Unified School 

District. The school opened in 2007. Godinez is a fundamental high school not just a public 


school.

Update 11 p.m.: 

Members of the Los Angeles County Homicide Bureau are on the scene of an officer involved shooting near Cuesta Drive and Norwalk Boulevard in Cerritos.
The Deputy involved shooting took place in a neighborhood located near the ABC Unified School District Administration Offices and Tracy High School Sunday night at around 7:39 p.m. 
Los Cerritos Community News has learned that the suspect was struck and was transported to a local hospital, where his condition is listed as stable. No deputies were injured.
Several dozen units from the Cerritos Sheriff's Station are on the scene and a command post has been set up in the parking lot of the ABC Unified School District parking lot.

The death of an 11-year old girl from Long Beach on Friday has sent a shock wave around our ENTIRE community.   This is a statement just issued minutes ago from the Long Beach Police Department regarding the death of Joanna Ramos.  So sad.  How can these type of situations happen?  Here is the OFFICIAL NOTICE from the LB Police Department just MINUTES ago....

"On Friday, February 24, 2012, at approximately 5:50 p.m., Long Beach police officers responded to a local hospital after being notified that an 11-year-old female, who was unconscious and not breathing, but showed no visual signs of trauma to her body, had been brought into the emergency room (ER) by her family. She was treated by ER staff, and taken in for emergency surgery. She was placed in ICU in critical condition, and at approximately 8:

50 p.m., in spite of the hospital staff’s valiant efforts, was pronounced deceased. As Long Beach Police began investigating, it was learned that the decedent, and an 11-year-old female student at Willard Elementary, had been involved in a physical altercation with a female classmate. It was determined that afterschool, the two girls, and approximately seven onlookers, walked to a nearby alley to engage in a pre-planned fight. We believe the fight lasted less than one minute, did not involve any weapons, and that no one was knocked to the ground. Once the fight was over, both girls left the location and went their separate ways. Detectives have identified the involved classmate and interviewed her, along with the multiple onlookers. Detectives are also attempting to identify anyone who had knowledge of the events leading up to the fight, or any additional witnesses to the fight. What the girls may have been fighting over is still under investigation. As of now, this has been ruled as an undetermined death, and the Los Angeles County Coroner’s Office will determine the official cause of death. The L.B.P.D. will continue to conduct interviews and gather facts, and will present our findings to the Los Angeles County District Attorney’s Office, along with the Coroner’s findings. The District Attorney’s Office will review the case and ultimately determine if any charges will be filed. At this point, no arrests have been made in this case. Detectives have spoken with family members and friends of both girls, and no one has alleged or provided any information that the decedent was being bullied. None of the students interviewed thus far have informed detectives that school officials were made aware of the impending fight. The Long Beach Police Department’s Homicide Detail will continue investigating the incident to determine if a crime occurred. Los Angeles County Assessor John R. Noguez turned the reigns of America’s largest county government property assessment agency to a former political operative of a San Gabriel Valley based trash recycling business, just months after his election in November of 2010.
In documents obtained by Los Cerritos Community News, Noguez radically redrew the organizational chart of the Assessor’s office and gave political contributor Chris Carlos, EdD the top administrative position. Further, LCCN has confirmed that Carlos has no professional experience in the field of tax management or as a professional appraiser prior to his hiring by Noguez.
“Carlos now wears the badge of Chief of Staff and is calling all the shots. He runs the joint, day in and day out,” one employee with more than 33 years experience inside the Assessor’s office told LCCN.

ng them “wherein Assessor Noguez reminded all personnel to be diligent in valuing property at its fair market value, in accordance to the law, regardless of a property owner’s relationship with the Assessor.”
Carlos goes on to state in the email that “in keeping with this directive, if any tax payer representative has communicated expectations of special treatment related to any case with the Assessor’s office, please immediately forward to me the substance of that communication, along with the name of the party and the case number involved, through “your chain of command.”
“Our code of ethics requires the maintenance of integrity and propriety in all departments’ matters and any behavior that may compromise the ability of the department to carry out its lawful function will be appropriately addressed,” the memo is signed by Carlos and ends with the note “thank you for your cooperation in this matter.”
Brian Hews, LCCN Publisher said “it is the responsibility of a free and open news organization to have direct information regarding the internal activities of any government agency, especially one as complex and powerful as the Los Angeles County Assessor.”
LCCN was the first news organization to break the story that Noguez and his office is the subject of at least two criminal probes by the Los Angeles County District Attorney’s Office. Since then, several other news agencies including the Los Angeles Times, Associated Press, Eastern Group Publications and a growing assortment of radio talk shows and television news casts are beginning to cover the ever fluid developments.
Hews sent a direct request to the Los Angeles County Registrar Recorder requesting several hundred pages of public documents, records, and internal memos under the “Freedom of Information Act” regarding the activities of Noguez.
In another memo obtained by LCCN, dated Tuesday, August 2, 2011, Noguez began informing his staff of several hundred employees of “organizations changes” based upon his “vision for the Assessor’s Office to provide fair appraisals in the most efficient professional and courteous manner possible.”
Noguez, who is a former elected city councilman from Huntington Park, also states that he used “preference sheets were reviewed and every effort was made to accommodate these requests.”
“However, in some cases it was necessary to deviate from the preference list to provide the best fit for each considered position,” Noguez wrote.
In another memo obtained by LCCN from June 16, 2011 under both the signature of Noguez and Assistant Assessor George Rekei, announced that Mark McNeill would be promoted to the position of Chief Appraiser of Major Real Properties and Andrew Stephens to the position of Chief Appraiser of Assessment Services...

Natural gas odor travels over Orange, Los Angeles County tonight. Everything is under control....

I just left the newsroom of Los Cerritos Community News. The smell of natural gas is all over the air here in the hood. What is it? Mystery solved. Got this note from the city of La Palma" "On Thursday, February 23, 2012 at about 5:00 p.m. Oil companies performed a controlled release of natural gas from the oil platforms off the coast of Sunset Beach. During the gas release, winds coming from the south carried the natural gas odor across several cities, including La Palma. Reports of smelling the order, have lasted for no more than 20 minutes. According the Orange County Fire Authority, this is a standard procedure, which is done frequently from these oil platforms and there are no health risks associated with these procedures." Case closed on this stinky situation.

LOS ANGELES – The former superintendent of the Beverly Hills Unified School District was sentenced today to 60 days in jail and ordered to pay nearly $23,500 in restitution to the Beverly Hills School District for giving a female former facilities director unauthorized gifts, the District Attorney’s office announced. Judge Stephen Marcus said Jeffrey Hubbard violated a position of public trust and ordered him to complete 280 hours of community service and to pay a $6,000 fine in addition to jail time and restitution.

Hubbard, 55, was taken into immediate custody. Deputy District Attorney Max Huntsman (W2G, MAX!) with the Public Integrity Division prosecuted the case. A jury in January found Hubbard guilty of two counts of misappropriation of public funds for ordering former facilities director Karen Anne Christiansen to be paid $20,000 in two payments, a stipend that was never authorized by the board. Hubbard also was found guilty of having Christiansen’s $150-a-month car allowance increased to $500 a month without board approval.

Judge Marcus said that email exchanges between Hubbard and Christiansen showed the two had a “very, very special relationship” and he gave her the money because he “liked her, he loved her.” Christiansen, 53, was sentenced on Jan. 5 to four years, four months in state prison and tentatively ordered to pay the district just over $2 million after being convicted of negotiating contracts between the school district and a firm with which her company had a consulting agreement, and for backing a school bond measure that benefited her firm.

I am outraged to hear about the murder of two amazing journalists today in Syria.  Marie Colvin from CNN and Reporter Remi Ochlik have been confirmed as victims in a horrific violent attack just hours ago.

I loved watching Marie Colvin, and loved her bravery and solid performance as a journalist.  I am also blind in the same eye she was and I too wear an eye patch.  Regardless, this is a sad day in the world of freedom and a free media.

I want to publicly thank the publisher and editor of the Los Angeles Times for giving proper credit to Los Cerritos Community Newspaper on their on-line edition over the ongoing expose on the District Attorney's probe of Los Angeles County Assessor John R. Noguez. I also want to thank the dozens of good, honest people who work inside the Assessors office for their per
sistence, drive and determination for wanting to get "out in the open" once and for all. This is about a free and open society and how a local community newspaper can still be a vital voice in the world around us. 


LCCN has a tremendous amount of respect for Los Angeles Times Pulitzer Prize winning reporters and editors who are now actively involved in this probe.

First of all, THE hippest weather dude in America is CNN's Rob Marciano, he is ultra cool, and has a totally bitchin' new hair style.

What the hell is going on with John and Ken and KFI Talk Radio today.  The ubber-famous afternoon shock jocks have been yanked from their mega famous chat show for making outlandish comments about the late Whitney Houston.
