Norwalk, CA
For former Marine Anthony Rodriguez and his father Joseph, Saturday morning in their normally quiet north Norwalk neighborhood was like any other “picture perfect” Southern California autumn day.

Anthony, who is in his mid 20’s, was taking his usual morning jog that leads him along a dirt pathway past a historical Norwalk estate that has stood the test of time for more than a century.  The estate looks haunted.  People in this part of "the woods" often wonder "what goes on" there.

A foul odor was wafting out from behind several vines and sage bushes on the large vacant lot that rambles for acres next to Metropolitan State Hospital.  This is a bedroom community with over 110,000 residents located half way between Downtown Los Angeles and Anaheim.

Rodriguez recognized the smell as that of being either a “dead dog” or “a cat.” A number of coyotes normally can be found in the area. But still, that smell was different.

When he looked over the wired fence, he noticed decaying object was that of a woman’s body that appeared to have been there for “a few days.”  He immediately called his father on his cell phone, and within minutes after also dialing 911 and Norwalk Sheriff’s quickly converged on the property.
The elder Rodriguez, told Los Cerritos Community News exclusively that the dead victim he saw was a woman, either Latino or White, who was buried from above the waist, with a towel partially thrown around her. He said the body had “swollen up.”  Rodriguez has lived in the area for more than 30 plus years and has “never seen anything like this.”  He also indicated that it appeared that the woman had her “hands and arms” in a vertical position, facing towards the ground.
When members of the Norwalk Sheriff’s Station arrive at around 10 a.m., the area was quickly tuned into a crime scene investigation.
Neighbors from throughout the area lined the streets to watch investigators and members of the Coroner’s, forensic specialists, combed the vacant lot to search for clues and to determine how the woman died, how long she had been entombed in the field, and who was responsible, and the cause of the death.
By Monday morning, Los Angeles County Sheriff's Homicide Bureau detectives were continuing their investigation into the circumstances surrounding the death of the woman, who has not been positively identified.
“This doesn’t happen around this part of Norwalk,” the elder Rodriguez said.
Several other residents along Beatty Avenue that faces to the direct west of the scene thought differently.
“This vacant lot has been a total,” the elder Rodriguez said.
Several other residents along Beatty Avenue that faces to the direct west of the scene thought differently.
“This vacant lot has been totally creepy, and people are coming and going all hours of the day and night around this lot,” a longtime female resident who only wanted to be known as “Sue” told LCCN.  She also said that many truck drivers park their big rigs along this stretch of Norwalk Boulevard “well into the night.”
By Sunday afternoon, a steady stream of on lookers was peering over the fence and yellow crime scene tape, wondering about the identity of the victim.
Vickie Diaz, a resident of Santa Fe Springs said the situation and scene reminded her of a “horror movie.”
“We know Halloween is around the corner, this has really shocked and scared many of us,” she said.

Long Beach, CA

In an effort to expand the "Occupy" movement that has been sweeping to cities all over the globe, the latest encampment from Long Beach has started and ended within hours.   A Long Beach city law that bans "overnight camping" in city parks was cited in dissolving the group before the stoke of midnight.

According to information just released to the media, Long Beach Police officials said that "members of the community gathered today as the group Occupy Long Beach to demonstrate in a peaceful and orderly fashion."
Long Beach, California, United-States.Image via Wikipedia
LBPD claim that approximately 250 to 300 people gathered throughout the day on Saturday at popular Lincoln Park in downtown Long Beach to protest. Shortly after 12:00 pm., the group marched north on Pacific Avenue to 4th Street, and then proceeded to Pine Avenue where they continued southbound to Ocean Boulevard then retruned to Lincoln Park. After marching, the group remained at the park chanting, protesting and expressing concerns, law enforcement claim..

Apparently, some of the protesters wanted to set up "camp" like other "Occupy" protests, but they ran into a local Long Beach ordinance that bans overnight "camping" in city parks. "While the mission of the Long Beach Police Department is to protect life and property, maintain order and ensure public safety, the police department also supports the right of every person to assemble and demonstrate in a lawful manner, which was the case in today's event," a statement read. Police and city officials had met with organizers of the event and they were informed of the City’s laws and expectations for a peaceful
This map shows the incorporated areas in Los A...Image via Wikipedia demonstration.

Later on Saturday night, police claim that "a smaller group formed at the park and set up tents in an apparent attempt to camp out at the park, however, the tents were removed without confrontation upon request, as this violates Long Beach City Ordinance."

The group remained on the sidewalk to carry out their demonstration throughout the night, according to LBPD media spokespersons, while being "monitored" by police.

"Today’s demonstration was a display of mutual respect between police and the demonstrating community. Demonstrators were able to exercise their First Amendment rights to freedom of speech while obeying all applicable laws. As a result of this peaceful protest, no arrests were made or citations issued.,"

If you "occupied Long Beach" on Saturday, share you comments below on this blog.  More details as the emerge.

Operation Dirty Lake: Dr. Mike Mikaelian and Dr. Anjelika Sanamian popped in LA area Oxy Contin ring

What's THE REaction:
d oxycontin demotivatorImage by dmixo6 via FlickrLOS ANGELES – Federal and state authorities this morning arrested 10 defendants – including two doctors – who are named in a federal indictment that alleges members of a drug trafficking organization illegally obtained and distributed more than 1 million OxyContin pills obtained largely through fraud against public insurance programs such as Medicare. The indictment, which names 14 defendants, outlines the first scheme alleged in California in which Medicare Part D was victimized.

The
Medicine 1Image by Saynine via Flickrdrug distribution ring allegedly was run out of a Los Angeles medical clinic, where doctors wrote OxyContin prescriptions for Medicare, Medi-Cal and uninsured patients who did not need the powerful painkiller. The OxyContin was obtained from pharmacies, often by fraudulently billing the public insurance programs, and leaders of the organization allegedly resold the OxyContin on the street, reaping millions of dollars in profits. More than 1 million maximum-strength OxyContin pills were diverted to the street, where they were sold for between approximately $23 and $27 per pill, according to the indictment.
Original summary: Image via Wikipedia
The indictment also alleges that some of the OxyContin was obtained through prescriptions for “patients” whose identities and Medicare beneficiary information had been stolen, and that members of the organization simply paid full retail price – approximately $1,200 for a single bottle – for some of the OxyContin because resale on the black market brought such large profits. “The two-year investigation into this organization reveals the sophisticated nature of today’s drug traffickers,” said United States Attorney André Birotte Jr.

“With a medical clinic and doctors to lend it legitimacy, the organization not only flooded the streets of Los Angeles with an extremely dangerous narcotic, it also bilked a government-run program designed to help the poor and elderly.” The indictment alleges a conspiracy to distribute controlled substances, a conspiracy to commit health care fraud, substantive health care fraud charges, and unlicensed wholesale distribution of prescription drugs. “Our agents dismantled a well-organized drug trafficking network including doctors, clinic administrators and pharmacists who were supposed to help people, but instead conspired to defraud the state,” stated California Attorney General Kamala D. Harris. “I commend their work.”

Rush Limbaugh: Captain Oxycontin

The scheme was orchestrated by Mike Mikaelian and Anjelika Sanamian, who operated the Lake Medical Group on West 8th Street in Los Angeles, according to the indictment, which calls the clinic a “prescription mill” that both generated prescriptions for unneeded OxyContin and submitted claims to Medicare and Medi-Cal for medical services that were unnecessary or were never performed. The indictment alleges that medical doctors Eleanore Santiago and Morris Halfon knowingly diverted the OxyContin by prescribing it to individuals who did not have a medical need. The indictment further alleges that a significant percentage of the prescriptions were filled at pharmacies owned by defendant Theodore Yoon. The indictment alleges that Lake Medical Group used recruiters – generally called “cappers” – who brought Medicare and Medi-Cal patients to the clinic in exchange for cash or other rewards. The “patients” were seen by a medical doctor or physician’s assistant, who would provide a prescription for the maximum dosage of OxyContin – 90 pills at 80mg strength – and order unnecessary medical tests and procedures to help justify the OxyContin prescriptions.
OxycontinImage by maximolly via Flickr
“Runners” employed by the Lake Medical Group took the recruited “patients” to pharmacies, where they obtained the OxyContin, which was then delivered to Mikaelian, who then sold it on the street. “Prescription drug abuse has reached epidemic levels, with more than 7 million people using prescription drugs for non-medical reasons every month,” said Timothy J. Landrum, Special Agent in Charge of the Drug Enforcement Administration in Los Angeles. “Today’s arrests have taken a complex network of drug dealers out of our communities – drug dealers who were abusing their authority in the medical community to profit from those vulnerable to these drugs.” In many cases, Lake Medical Group was able to obtain the OxyContin for free. The indictment alleges that the pharmacy dispensing the OxyContin received payment for the narcotics by billing the “patients’” Medicare Part D prescription drug programs for the OxyContin prescriptions.

The clinic operated for approximately 18 months, during which time doctors working at Lake Medical Group prescribed OxyContin 10,833 times. During this time, Medicare Part D and Medicare prescription drug programs paid more than $2.7 million for OxyContin prescriptions generated by the clinic and its doctors. During the same period – August 2008 through early February 2010 – the clinic and its doctors fraudulently billed Medicare approximately $4.6 million and Medi-Cal approximately $1.6 for alleged medical services that were either not performed or were unnecessary, according to the indictment. “Today’s coordinated arrests make clear we will pursue all the links – be they doctors, pharmacists, or others – in the Medicare fraud chain,” said Glenn Ferry, Special Agent in Charge of the U.S. Department of Health and Human Services, Office of Inspector General’s region in Los Angeles. “Schemes that steal from taxpayers to pay for high-profit street drugs – as the government alleges in this case – will trigger investigation and prosecution.” Thomas Emerick, Special Agent in Charge of the U.S. Food and Drug Administration’s Office of Criminal Investigations, Los Angeles Field Office, commented: “The defendants in this case demonstrated blatant disregard for the health and welfare of the general public by illegally obtaining and distributing prescription drugs. We commend our law enforcement partners for their dedicated and collaborative efforts in pursuing this prosecution.” Those taken into custody today, either through arrest or self-surrender to authorities, are expected to be arraigned this afternoon in United States District Court. A complete list of defendants is attached to this press release. An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty. This investigation, which was called Operation “Dirty Lake,” was conducted by the California Department of Justice, Bureau of Medi-Cal Fraud and Elder Abuse; the United States Department of Health and Human Services, Office of the Inspector General; the California Department of Health Care Services, Investigations Branch; the Los Angeles County Sheriff’s Department – HALT Team; the United States Food and Drug Administration, Office of Criminal Investigations; the Federal Bureau of Investigation; and the Drug Enforcement Administration. The harsh reality of life on the streets in LA.
Norwalk Sheriff’s Sergeant Brian Doyle looks down at his clip board at a list of names of 20 youngsters whose very young lives are in danger of ending before they really begin.
Doyle, who has piercing eyes and carries himself with confidence and determination, speaks from the heart trying to get eye contact with a 14 year old boy who has already been introduced to the criminal justice system, for all the wrong reason.
Doyle is on a mission, along with a group dedicated volunteers and members of the Clergy to help turn the lives of nearly two dozen boys and girls who sit nervously in front of him in a church class room off of Studebaker and Excelsior.
“Some of you are going to end up dead before you turn 18,” Doyle says sternly.  Then he pauses, “for others, you will be in and out of jail before you are 21, eventually hooked on drugs and alcohol, and living a life than no one deserves.” Doyle, speaks from experience, he has seen it all during this long career in law enforcement.
“I am here to help save your life, and so are countless others who want you to live a long and happy life,” he proclaims.  “All we need is to show you if you keep making the wrong that your actions and choice
Doyle oversees the PRIDE Program for the Norwalk Sheriff’s Department.  It is in its fourth year of existence.  “Our hope is that the PRIDE program is the tools that will help our young participants realize that they are the ones who set the course of their lives now,” he said.
Sgt. Brian Doyle:  Driving force behind PRIDE
The PRIDE Program is a faith based and the presence of a higher power is felt inside the church classroom where the program is located at a Norwalk church located at the corner of Studebaker Road and Excelsior.
“Many dedicated clergy members from the community work hand to hand with the teens that are enrolled in PRIDE,” Doyle said.  “We need to bring Faith and hope to these families who are in crisis.”
The program runs more than a dozen weeks, and is offered twice a year, and is designed to educate kids between the ages of 12-16 of the choices they are making in life and the road those choices are going to lead them.
Parents, grandparents, guardians of teens work together with members of the PRIDE Team that also includes several current members of the Norwalk Sheriff’s Department who see day in and day out the challenges of raising children in an ever changing environment.
Captain Pat Maxwell of the Norwalk station is a staunch support and leader in the PRIDE Program, and he regularly attends the sessions and gets to know the youngsters “beyond a first name basis.”
HOPE:  A volunteers plays piano at a Skid Row Church
Maxwell and Doyle, along with Norwalk City Councilman Luigi Vernola, and longtime influential community leader Frank Napoliano, the husband of United States Representative are driven to make PRIDE a “positive influence in our society.”
Vernola and Napolitano and many other PRIDE supporters regularly plan, host and stage fundraising events to help off-set the expenses involved in the non-government funded program.
PRIDE participants cleans church pews on Skid Row
“A major challenge for us as parents is to combat these negative influences on our children,” Vernola told Los Cerritos Community News.
Many of the teens that are currently enrolled in the current PRIDE Program have already begun to make some bad choices in school, friends, or activities.  Some have already been involved with law enforcement, as a result of might already be on probation for committing a criminal act.
PRIDE exposes teens to harsh realities and interacts with those who see firsthand the problems many face on a daily basis.

The teens have been visited by a Superior Court Judge who deals with juvenile crimes, a Los Angeles County Assistant District Attorney, a school district truant officer, and even the spiritual advisor to the Los Angeles Clippers.
But some of the most sobering moments took place this past weekend when the youngsters and their mentors saw firsthand what it is like to live on the mean streets of Downtown Los Angeles with a visit to Skid Row.
They visited the famed Emanuel First Baptist Church and Rescue Mission where they spent the day cleaning church pews, scrubbing floors, and walls, and helped inside a soup kitchen. The group also walked many hand-in-hand to see how daily life is for the thousands who now live, sleep and eats on the sidewalks, and who stand in lines for hours just to get a meal.
The many homeless men and women, yell at the PRIDE students while on their Skid Row walk. “Don’t end up like we do,” one man in his 60’s yells.  “Get off the dope, stay in school, and don’t hang with people who are going to bring you down.”
The screams and taunts continue under the heat of the day and it is beginning to show on their faces.  “This is just 15 miles away from Norwalk, but it is a world away,” one of the 15 year olds exclaim.
Then the group is stopped by a young girl, around the age of 14 who is at least seven months pregnant, and homeless, and walking around in a “daze.”

“Do you have any money?” the expected teen mom asks one of the 16 year old girls from a Norwalk area high school?  “I haven’t eaten in three days, and I need money.”
The group continues down the path on Skid Row, forever having the sights, sounds and the stench embedded in their young minds.
“I never want to end up here,” one of the boys tells Sgt. Doyle.
