I love Bellflower.
I hate local taxes.

We are taxed to death, literally here in California.  I want EVERYONE in BELLFLOWER to VOTE NO on MEASURE A in two weeks.  My great friend, former Bellflower Mayor Art Olivier sent me this note today for the community, and I wanted to make sure that EVERYONE gets a chance to see "the other side" of local taxes in our community.  Art is one of my heroes.  We need more people like Art in public office.  Solid leaders who aren't afraid to stand up for what is RIGHT!

A 40% higher Utility Tax will not make you safer!

The Utility Users’ Tax simply diverts General Fund money away from Law Enforcement to pay higher salaries for managers in City Hall and for other wasteful spending.

Before the Utility Tax was enacted in Bellflower, no city employee made a six-figure salary, not even close. Now, the city is able to use excessive General Fund revenue to give themselves massive pay increases. Eighteen employees in City Hall are now making over $100,000 a year plus benefits. They are even retiring at over $100,000 a year plus benefits and cost-of-living increases!

There is no limit to how much money the managers at City Hall can make, only a limit on how much in taxes you are willing to give them.

The Bellflower City Council has declared a State of Fiscal Emergency due to their irresponsible spending habits. In the last four years, they have squandered nearly $9 million of the $10 million Bellflower reserve.

The tax proponents claim that they have laid off one-third of city employees. What they did was lay off part-time workers that were making close to minimum wage. The six-figure managers are still there making over $100,000 a year.

If Measure A passes, you will be paying a 40% higher Utility Tax for your electricity, gas, telephone and cell phone. If you are paying $100 now, your new rate will be $140.

I hope this helps you make an informed decision when you vote on November 2nd. This will be the only email I am sending out about Measure A.

EDUARDO BRITO LEATON: Los Angeles Attorney given 6 years in prision for sex with a child.

A Los Angeles attorney who pleaded guilty last month in a child sex case was sentenced to state prison today.

Los Angeles Superior Court Judge David Horwitz sentenced Eduardo Brito Leaton, 40, to six years in prison. Leaton will also be required to register as a sex offender for life.

Leaton pleaded to one count of meeting a minor for lewd purposes and three counts of using a minor for sex acts on Sept. 28. Deputy District Attorney Susan Schwartz of the Justice System Integrity Division prosecuted the case.

Leaton was arrested by officers of the Los Angeles Police Department on Aug. 17 during an Internet child sex sting.

The defendant engaged an undercover police detective – posing as a 16-year-old girl from Georgia – in sexually explicit e-mail communication, authorities said. He then traveled to a hotel to meet the girl. Leaton also solicited and received sexually explicit pictures from children under the age of 14, whom he met on the Internet.

Leaton’s eligibility to practice law was suspended on Sept. 1, 2010, for failure to pay bar membership fees, according to the State Bar of California’s Web site.

Today the world is celebrating "World Menopause Day."

WTH?

Yep.  Today is just "one of those days."  Why did I wake up today? Wished I would have just stayed in bed.  No lie.  According to the folks who keep track of things like this.....here is how you can "celebrate" this day of days.

"Join in the international call to make menopausal health a principal research issue. In addition to the unpleasant side effects often associated with menopause, this life-changing event also triggers the onset of higher rates of osteoporosis, heart disease, colon cancer and other diseases."

I cannot tell you how many times I have been watching motor sports.
40-plus years. Fast, faster and the fastest of cars, bikes, planes, and boats. I have seen em' all.  I even tried the "jump out of a plane" with a parachute but broke my ankle in the "wind tunnel simulator" before I ever made it onto the plane in Las Vegas.

Auto racing is one of the greatest sports in the world. It is also one of the most dangerous.

On Friday, Ashley Sara Phalen, 24, of Los Angeles was killed when her vehicle struck the inside wall at a high rate of speed and overturned at about 9:30 a.m. at the Fontana Motor Speedway.

The Mario Andretti Racing Experience Driving 101 Class was the sponsor of the driving course that Phelan was taking part in.

The class teaches the basics. Pit stops, driving the bank turns, safety tactics, breaking, accelerating on the straightaways...all in a tricked out Indy car replica.  It was the first time that a driver was killed at the Fontana Motor Speedway since it opened around a decade ago.

My heart goes out to the family and many friends of Ashley Sara Phalen.

Remember, this is a dangerous sport, be careful.  Life is short and so so precious!  Take caution before you get behind ANY wheel....

Startin' a new video series here on da' blog. This is my "debut."  The real me. Wacky. Fun loving. Crazy.  You know, the "real" me...sort of.



Yep, going visual. Beware, no subject is off limit....just like my blog.  I have almost 2 MILLION readers...all over the world...and I have been asked thousands of times for "video commentaries" on the 'world around us."

Paging Attorney Gloria Allred. Move over Nicki Diaz, Glo might have a new high profile case on her hands.... First of all, I love the City of San Gabriel. Great people and great community leaders live in this amazing historic enclave nestled in the heart of Los Angeles County.
 
So, today, I was frankly taken back when I heard that popular San Gabriel Mayor Albert Y.M. Huang has been  arrested on the following felony charges:  battery, robbery and assault.  It is being reported that 'Da' Mayor' got into a loud fracas with an "unidentified female." Mayor Albert is a buttoned down, spit and shine, hardworking, immigrant success story.  BTW. He is also married and has a young family. To add insult to injury, Mayor Albert's own San Gabriel Police Department was the law enforcement agency who arrested him early Friday morning (at around 1:15 a.m.).  He was suspected of taking his female companions purse and driving away from a restaurant.
 
The incident took place at the "Dumpling House" in the 300 block of Valley Boulevard.   The alleged victim, who has not been "id ed," was reportedly  hanging onto the side of the car as he drove away.  She came our "without a scratch."
 
Sheeesh.  Sounds more like a "spat" rather than a "felonious dangerous crime." He is out on a $100,000 bond. Albert Huang is sharp, smart and deserves his day in court.  These allegations are serious.  If convicted on all counts he could spend between 4 and 8 years in prison.  Lets not rush to judgment. I am not going to thrown him under the proverbial "bus..." just yet. I will leave that to Attorney Gloria Allred.  Trust me, Glo is waiting in the wings on this one.  It has been at least four days since she was in the public eye....

Three women suspected of dousing two victims with gasoline and attempted to light them on fire were arrested, police said Thursday.

The three suspected gang members confronted two women about 5:30 p.m. Sunday in the 44200 block of Cedar Avenue in Lancaster, demanding a refund of their rent payment, said Los Angeles County sheriff's Deputy Michael Rust.


"The incident quickly escalated into a physical altercation (and) one of the suspects doused the victims and their clothing with gasoline, while another suspect attempted to ignite the gasoline by throwing lit matches at the victims," Rust said.


Those attempts failed and neither victim suffered injuries, Rust said.

The three attackers, and two men apparently traveling with them, tried to flee the scene in two vehicles, but deputies arrived and arrested them.

A loaded gun was found inside one of the vehicles.

The five arrested were:
  1. Toni Cook, 24
  2. Clara Landrum, 34
  3. Shyshin Thomas, 28.
  4. Johnny Polite, 57
  5. Willie Martin, 24.

Rust said the group faces a variety of felony charges including attempted murder and arson, as well as weapons violations.

Speaking of another "gang" related crime, this one really makes you scratch your forehead or adjust your "face mask."

Former Lakewood football star Jerry Stone, yep, the amazing talented super "BMOC" (Big man on campus) will be spending the next six years in prison after pleading "no-contest" to shooting at a "rival gang member."

Stone, who was 17 at the time, and Lawrence Steven Blake, 32, who was with him at the time of the incident, each pleaded no contest to shooting from a motor vehicle and admitted the gang allegation, said Deputy District Attorney Kristin Trutanich.  (BTW: Kristin Trutanich is quickly becoming one of my favorite Deputy DA's here in LA County). 



 They were immediately sentenced by Compton Superior Court Judge Patrick Connolly to six years, four months each in state prison.

Stone, who was a star running back at Lakewood High, was driving a burgundy Cadillac in rival gang territory on Aug. 21, 2009. 


Blake, a passenger in the vehicle, allegedly opened fire on two rival gang members who were standing in front of a house in the 1100 block of South Acacia Avenue in Compton. No one was injured.

Stone, who is now 18, was initially charged as a juvenile. Prosecutors refilled the case after a judge found Stone could be tried as an adult.  Sad.  Jerry Stone had what it took to get into major college football, and maybe beyond.  If he serves his full sentence he will be close to 24 or 25 years old when he becomes a free man.

Another young person has died from gun violence in our community.  It was a deadly afternoon near the popular South Bay area campus of Banning High School.  These shooting crimes always sadden me. Here are some of the details....

Jose Torres, a 17-year-old senior from BHS,  was shot to death Wednesday outside the campus, near bus benches at Avalon and Q Street.  The location of the shooting was adjacent to the famous Banning High School Football and Track Stadium.


Was it gang related, or was Torres in the wrong place at the wrong time?  Members of the Los Angeles Police Department are now investigating.
 
Another teen was with Torres but was not injured.
 

How many more of our children are going to be gunned down in the violent streets of Los Angeles and Huntington Park, and Lynwood, and Compton?


Tonight a mother and father has lost their son.  A grandparent was told that they won't be attending a graduation in June, but need to prepare for a funeral for their grandson.


Banning High School has some of the brightest students in our area.  Tonight, my heart goes out to this great campus.  I have lots of friends who have either attended or taught at BHS, including my dear friend Larry Caballero who was a journalism instructor their for more than 30 years.


Lets keep our children safe.  Lets allow the legal system take its course. Lets catch those responsible for this murder.  If it was gang related, lets make sure that the proper people are held accountable.

Kudos to Rio Hondo College Trustee Gary Mendez for bringing the "college" to the "community"... literally. 

I wanted to give a huge "THANK YOU" to the Rio Hondo College Board of Trustees tonight for honoring several community leaders tonight (including me and my mother Rosemary Economy)  for our continued support of Rio Hondo College.

Hundreds of people worked hard on the Bond Capital Improvement Measure a few years back...and today Rio Hondo College is a shining "star" in our neighborhoods!

Tonight, the Rio Hondo College Board of Trustees held a  Board of Trustees Meeting at Santa Fe Springs City Hall.

Rio Hondo College is one of the nation's premiere community colleges, and they are holding official "board of trustee" meetings in every city within their district boundary.

When was the last time you stopped by and visited Rio Hondo College?

This college is literally expanding to the left and right, from the north and south, from the hills of Whittier to the neighborhoods in Los Nietos and East Whittier.  Impressive.  Outstanding.  Great leadership!

The value of a community college education is priceless.  We need to invest in the future of our community by keeping the dream of the "community college" alive and well here in California.  We invented the "community college" here in California.  It would be a shame if this marvel of an now "American education tradition" would ever become a thing of the "past."

DeMarco, Special Agent in Charge of IRS - Criminal Investigation; Sheriff of Los Angeles County, Leroy Baca; Los Angeles Police Chief, Charlie Beck; Glendale Police Chief Ronald DePompa; Burbank Police Chief Scott LaChasse; and Glenn Ferry, Special Agent in Charge of the Los Angeles Department of Health and Human Services Officer of Inspector General.

The indictment unsealed today in Los Angeles charges key figures in health care fraud schemes that operated in several states and allegedly submitted more than $17 million in fraudulent claims to Medicare. The Los Angeles cases, which were brought as part of an investigation called "Diagnosis Dollars," are linked to a nationwide multi-district crackdown on health care fraud. Defendants have also been charged in several other districts, including New York, Cleveland, Atlanta, and New Mexico, with various heath care fraud offenses and racketeering, among other charges.

In addition to the seven defendants charged in Los Angeles who were arrested this morning, 24 defendants indicted in other districts who reside in Los Angeles were arrested here this morning.

According to the indictments returned under seal by a federal grand jury in Los Angeles on October 7, the defendants, many of whom are related, played roles in the operation of at least eight fraudulent medical clinics and sought reimbursement from the Medicare health care benefit program for services that were never delivered to patients with coverage under that program, The defendants are also charged with laundering the money derived from the fraudulent scheme. In addition, 12 search warrants were executed in Los Angeles to seek evidence.

The Los Angeles indictments alleges crimes including Conspiracy to Commit Bank Fraud; Conspiracy to Launder Monetary Instruments; Money Laundering; Bank Fraud; Aggravated Identity Theft; and Criminal Forfeiture.

The defendants charged in three separate indictments unsealed this morning are:
  1. Pogos Satamyan, of Glendale
  2. Vachagan Dishchian, 34, of Van Nuys
  3. Vahe Dischian, 36, of Van Nuys
  4. Andranik Satamyan, 20, of Glendale
  5. Haroutyoun Dischian, 62, of Van Nuys
  6. Nicolae Candu, 24, who is a fugitive and is currently being sought by law enforcement
  7. Vitalina Shcherbyak, 24, who is a fugitive and is currently being sought by law enforcement
  8. Nikolay Agishev, 24, who is a fugitive and is currently being sought by law enforcement
  9. Grisha Sayadyan, 59, of Glendale
  10. Allen Sayadyan, 30, of Glendale
According to the main eight-defendant indictment, the scheme worked in the following way: individuals would obtain the stolen identities of physicians to enroll as providers in the Medicare program, which requires a medical doctor's name, Social Security number and date of birth. Using the stolen physician identities, applications to become providers were submitted applications to Medicare. The defendants would then open clinics by leasing office space or by renting a post office box. Other defendants would then open fraudulent bank accounts into which Medicare could transfer fraudulent claims. These bank accounts were opened in either the name of the physician whose identity had been stolen, a business, or in the name of a co-conspirator.

Once the application was approved and the Medicare provider account was opened, the defendants allegedly began to bill Medicare utilizing stolen beneficiary identifications. In reality, the Medicare beneficiaries were never seen or treated.

Medicare would then pay the fraudulent claims and transmit the funds directly into the fraudulent bank accounts. As the Medicare funds were received, they were withdrawn immediately and laundered. Some of the defendants laundered the funds by forging signatures of the alleged account holder, and then delivered the signed checks to a third party, who was actually a confidential informant working for the FBI. The confidential informant would then cash the checks and return the proceeds in cash to the defendants, less a fee.

Eight fraudulent clinics are specifically identified in the Los Angeles case, and investigators estimate the defendants submitted more than $17 million in fraudulent claims for which Medicare paid approximately $8 million.

Those arrested today will have their initial appearances this afternoon in United States District Court in Los Angeles. The government will request that the defendants charged in districts outside Los Angeles be removed to the districts in which they were charged for prosecution.

Steven Martinez, the Assistant Director in Charge of the FBI's Los Angeles Field Office said, "Health care fraud that targets the Medicare program makes victims of all Americans. The identity theft of the elderly and the disabled that facilitates many health care schemes is particularly depraved, and we will continue to educate potential victims to report anyone who requests their personal information."

"If the alleged perpetrators arrested today had the foresight to see this indictment coming, they would be dismayed to learn that not only are they facing significant prison terms, but they will also lose the fruits of their crime," observed Leslie P. DeMarco, Special Agent in Charge of IRS - Criminal Investigation's Los Angeles Field Office. "To combat health care fraud, IRS - CI provides financial investigative expertise in multi-agency task force investigations. Our expertise in following the money helps develop the evidence necessary to bring criminals involved in these types of schemes to justice."

Chief Beck said. "Those who defraud the health care systems take resources from those who are legitimately in need and the LAPD will eagerly seek to put those criminals in jail." He added, "Guarding the integrity of our systems against fraud is accomplished best with healthy partnerships in law enforcement. Today is just one example."

Sheriff Baca stated. "The Health Authority Law Enforcement Task Force (HALT), has been working with its federal partners and other agencies for the past decade in health care fraud investigations. Today's goal was to target "top tier" medical fraud operators from the Los Angeles area who have been indicted for setting up medical scams nationwide. In Los Angeles County, many of these suspects are also involved in forged prescriptions sales and distribution of large quantities of Oxycontin (synthetic heroin) to local gang members and young children. This successful partnership has been the culmination of hard work between multi-agencies in combating threats against public health and safety."

"This multi-agency investigation is proof positive that health care fraud is not local, not regional, not even nationwide. Rather, this crime is now global in nature and results in the loss of hundreds of millions of taxpayer dollars," said Glenn R. Ferry, Special Agent in Charge for the Los Angeles Region of the Office of Inspector General. "OIG will continue to work with the FBI and other law enforcement partners to aggressively investigate and prosecute individuals and even global organizations intent on stealing funds from desperately needed health care services."

This joint and continuing investigation is being conducted by the FBI; IRS - Criminal Investigation; the Los Angeles County Sheriff's Department; the Los Angeles Police Department and the Los Angeles Department of Health and Human Services Officer of Inspector General. In addition to these law enforcement agencies, several other agencies participated in the execution of today's arrest and search warrants, including, U.S. Immigration and Customs Enforcement, the Burbank Police Department, and the Glendale Police Department. The defendants charged in U.S. District Court in Los Angeles will be prosecuted by the United States Attorney's Office.

Four miners have been freed from Chile tonight, and now the remaining 29 trapped men could be all rescued within the next 36 hours. Amazing progress at Camp Hope.
Here are the names of those rescued so far:
  1. Florencio Avalos, 31, a foreman, was first.
  2. Mario Sepulveda Espina, who happily handed out some rocks he brought up with him.
  3. Juan Illanes Palma was third out
  4. Carlos Maman, the only Bolivian in the Mine was fourth

Welcome back to Earth... Florencio Avalos.
The trapped Chilean minor has made his way from the bottom of that hellish mine in Chile to the surface of the earth.
I am glued to www.CNN.com to see this joyous and emotional event.
Avalos is the first of 33 miners to be brought to the surface.  It is nearly 11 p.m. local time in Chile, and the President and First Lady of that inspirational country is waiting with open arms.
Miner Manuel Gonzalez has made it to to bottom of the pit and Mr. Avalos is now back on solid groud...with the STARS ABOVE!
Welcome home.  Totally loved watching the hug from the President of Chile! AMAZING MOMENT!

Democrat Jerry Brown and Republican Meg Whitman are about to hit the stage at the Dominican University in their final debate before the upcoming November 2, 2010 General Election.

As soon as the debate is over, (around 7:30 p.m.) I want to hear from you, and your opinion on who won the debate, and why, and who you plan to vote for three weeks from today.

The debate will be aired on all of the NBC Affiliates up and down California and will be moderated by the legendary journalist Tom Brokaw.  No other journalists will be allowed to ask questions, just Jerry, Meg and Tom.  Talkin' California politics.

The fun begins at 6:30 p.m. on your local NBC News station here in the Golden State....

Seal of the United States Department of JusticeImage via WikipediaLOS ANGELES—A Southern California man was convicted today on a series of federal charges related to schemes to smuggle many items into the United States, including surface-to-air missiles designed to shoot down aircraft.

Yi Qing Chen, 46, of Rosemead, California, was convicted of five felony counts by a federal jury that heard two weeks of testimony.

The evidence presented during the trial in United States District Court showed that Chen conspired to smuggle, among other things, Chinese-made QW-2 shoulder-fired missiles into the United States. The guilty verdict in relation to the missile plot is the nation’s first conviction at trial under an anti-terrorism statute that outlaws the importation of missile systems designed to destroy aircraft. Enacted in December 2004, the statute carries a mandatory minimum penalty of 25 years and the possibility of life without parole in federal prison.

The case against Chen is the result of Operation Smoking Dragon, an FBI-led undercover investigation into smuggling operations in Southern California. Smoking Dragon and a related investigation in New Jersey led to the indictment of 87 individuals on charges related to international conspiracies to smuggle counterfeit United States currency, drugs and other contraband into the United States. Operation Smoking Dragon resulted in four indictments in Los Angeles that named 34 defendants, all of whom have now been convicted.

In 2006, a man who conspired with Chen pleaded guilty in relation to various smuggling plots, including the scheme to bring the surface-to-air missiles into the United States (see: http://www.justice.gov/usao/cac/pressroom/pr2006/044.html). That co-defendant, Chao Tung Wu, died while pending sentencing.
The evidence in the case showed that Chen and Wu met with an undercover FBI agent and agreed to arrange the importation of shoulder-fired QW-2 missiles, as well as launch and operation hardware for the missiles, from the People’s Republic of China. The missiles were never delivered because Wu and Chen were arrested in 2005 before the deal was concluded.

Chen was convicted of conspiracy to distribute methamphetamine and cocaine, distribution of cocaine, trafficking in counterfeit cigarettes, trafficking in contraband cigarettes, and conspiracy to import missile systems designed to destroy aircraft.

Chen is scheduled to be sentenced by United States District Judge Dale S. Fischer on February 7. At sentencing, Chen faces a mandatory minimum penalty of 25 years in federal prison for the conviction in the missile smuggling plot, and he faces a statutory maximum sentence of life in prison.

Operation Smoking Dragon was an investigation run by the Federal Bureau of Investigation, which received substantial assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives and U.S. Immigration and Customs Enforcement. The United States Secret Service assisted in the investigation in relation to the smuggling of counterfeit $100 bills called “Supernotes” that are believed to have been manufactured in North Korea.
