BELL - Under pressure from outraged residents and facing a probe by the California attorney general, the beleaguered City Council of this small blue-collar city voted Monday to slash its salaries by 90 percent, and two members said they will not seek re-election when their terms are up.

The council voted unanimously to set every member's salary at what Councilman Lorenzo Velez is paid - about $8,000 a year. The other four council members have been making about $100,000 a year for their part-time service on the City Council of this largely working-class city of about 40,000 residents southeast of Los Angeles. About 17 percent of Bell's residents live in poverty.

The move came days after a scandal erupted over the pay of council members and other city officials. The city manager, who made nearly $800,000, has already resigned. And Attorney General Jerry Brown on Monday revealed he had subpoenaed hundreds of city records.

Mayor Oscar Hernandez said he would take no salary for the rest of his term and apologized for the excessive pay given to top officials, an about-face after he last week defended salaries of the city manager and other staff.

"My priority has been to make Bell a city its residents can be proud to call home," Hernandez said in a statement published on the city clerk's website. "I apologize that the council's past decisions with regard to the indefensible administrative salaries have failed to meet that test."

Hernandez and Councilman George Maribal said they would not seek re-election when their terms are up.
Hundreds of furious residents packed the community center and the area outside. After the council announced its decision, dozens of people waited for a turn at the public podium to vent their anger.
Many people were visibly shaken and shouted at the council to resign. Some called them names and cursed at them.

Vice Mayor Teresa Jacobo was defiant in saying she would not resign and that she would "stand by my people."

"How dare you try to take a penny more from our pockets," responded Raquel McLafferty, an 11-year resident of Bell. "Do the city a favor. We don't want you here, and we are not your people."

The five City Council members, looking grim-faced, entered the center to an earsplitting chorus of boos and shouts in Spanish of "Get out."

When one person shouted that Velez, the sole member not drawing a huge salary, was the only decent member of the council, the crowd broke into applause.

Hernandez managed a weak smile as he called the meeting to order and asked "How's everybody today?" The audience responded with an almost deafening chorus of boos.
Bell's city manager, police chief and assistant city manager all resigned last week after it was revealed they were making salaries totaling $1.6 million a year.

The six-figure salaries at City Hall have prompted a backlash from the community and investigations by the California attorney general and county district attorney.

Last week, Hernandez defended the salaries of the city manager and other staff as being in line with similar positions in other jurisdictions. He also noted the city had achieved 15 years of balanced budgets.

Brown, a candidate for governor, said he had demanded to see employment contracts within two days to determine whether to file any charges.

"The real question is, what were they thinking?" Brown said. "What was the atmosphere in Bell that would allow this and make it plausible at least to the members of the City Council?"

The grass-roots Bell Association to Stop the Abuse had threatened to recall the council members if they didn't resign or slash their own pay.

The salaries exploded into public view after a Los Angeles Times investigation, based on California Public Records Act requests, showed the city payroll was bloated with six-figure salaries:

  • Chief Administrative Officer Robert Rizzo made $787,637 a year, getting a series of raises since being hired in 1993 at $72,000. President Barack Obama makes $400,000.
  • Assistant City Manager Angela Spaccia made $376,288 a year.
  • Police Chief Randy Adams earned $457,000 - $150,000 more than Los Angeles Police Chief Charlie Beck.
Monday's statement on the city website said Hernandez, Vice Mayor Teresa Jacobo and Councilmen Luis Artiga and George Mirabal would have slashed their salaries at a meeting last Thursday but could not because the issue had yet to be placed on the council's agenda.

Councilman Lorenzo Velez makes about $8,000 a year, in line with the part-time pay for council members of similar-sized cities. He urged his colleagues to reduce their salaries to that level.

Nearly 300 protesters marched to the homes and workplaces of the mayor and council members during a raucous protest Sunday. Some carried signs and wore T-shirts proclaiming, "My city is more corrupt than your city," and passed out fliers urging people to attend the council meeting.

Bell Mayor Oscar Hernandez is in a heap of trouble, and some things just keep popping out of the woodwork about this clown....


Remember this brew ha ha around 13 months ago....

Last year, narcotics investigators discovered a methamphetamine “super lab” at a rental unit owned by the embattled Bell mayor, and two men were arrested in that case. and two small children were taken into protective custody over the case that many have forgotten all about.

Last year...Mayor Oscar Hernandez told the LA TIMES that,  “These things happen around the town, including in Glendale, LA and West Hollywood."

 

Investigators raided one of three homes on a rental property Mayor Hernandez owns, his son lives in one of the other two units on the compound last year on June 6.  I reported it here on my blog.  Hernandez was part of a multi-jurisdictional methamphetamine enforcement team investigation.

They uncovered the makings of what law enforcement authorities call a “super lab” capable of making as much as 20 pounds of meth at a time, Deputy Guillermina Saldana of the Los Angeles Sheriff’s Department told media in 2009.

LA County’s haz-mat units carted off barrels of chemicals known to be associated with the manufacture of methamphetamine, and everyone turned their head and paid literally no attention to the situation.  Hernandez even went on record as stating that...Nobody smelled nothing. I never got any complaints, and it’s a small community and the houses are close to each other.” 


There is a pattern here with this seedy Mayor. Remember....pay attention, boyz and girlz.....

 Here is an update on tonight's loud and controversial meeting of the Bell City Council.

BTW, I am now calling this "America's Most Evil City Council!"

The Bell City Council is being blasted by hundreds of angry residents right now.
  • The Council voted to reduce its pay from around $100,000.00 per year to just over $8,000 annually, or by 90 percent.
  • Two members of the council in the blue-collar Los Angeles suburb said they will not seek re-election when their terms are up next year.
  • Mayor Oscar Hernandez said he would take no salary for the rest of his term
  • California Attorney General Jerry Brown subpoenaed hundreds of records from the city on Monday, demanding to see employment contracts within two days to determine whether to file any criminal charges.


The meeting could go on till way pass Midnight.  Stay tuned, and remember...when your in Bell...you are PROBABLY on the TAKE....

Today, I have received dozens of notes remembering the life of a wonderful, caring community leader....

I wanted to pass along more information about the life of Long Beach Budget "Whiz Guy" David Wodynski who passed away this weekend at the young age of 40.  Tonight, tributes are beginning to come in on his life...


David was recently hired to  help form the  Budget and Performance Management Bureau for the City of Long Beach. Long Beach is suffering from the economy, and David had the full support of LB City Manager Pat West...

As Bureau Manager, he oversaw both the Budget Office and the Performance Management Office, and was  responsible for the development and implementation of the City's $2.3 billion annual operating budget as well as the integration of the City's commitment to performance management, known as Focus On Results (FOR) Long Beach. 

From 2003 - 2007, David served as the City's Budget Management Officer, assisting in the development and implementation of the Financial Strategic Plan that eliminated the $102 million structural deficit in the General Fund. 

Prior to joining the City team as a Management Assistant in 2002, Mr. Wodynski served in a variety of municipal management and international development positions. Mr. Wodynski began his career with the Peace Corps, serving as a Volunteer in Tunisia from 1992 - 1994. Upon his return to the United States, Mr. Wodynski joined the International City/County Management Association's (ICMA) International Municipal Programs team, where he managed several municipal development programs in Bulgaria, Bosnia and Herzegovina, Slovakia, Kazakhstan and Kyrgyzstan from 1995 - 2000. In 2002, following completion of his graduate studies, Mr. Wodynski served as a Public Finance Advisor with the Organization for Security and Co-operation in Europe (OSCE), providing budgeting and finance technical assistance to cantons and municipalities in Bosnia and Herzegovina.
Mr. Wodynski was a proud graduate of Harvard University's Kennedy School of Government where he received his Master's Degree in Public Administration in 2001. He received a Bachelor's Degree in History from the University of San Diego in 1992.

Well, things are not so swell in the City of Bell tonight.

As a matter of fact, this city is beyond its breaking point, and hundreds of angry residents are protesting as I post this. 

Today, embattled Mayor Oscar Hernandez has just released the following statement to the media regarding the ongoing "Salary Gate," and his promise not to seek reelection next year.

Here is the official release just posted on the http://www.cityofbell.org/ website.

– Apologizing to City of Bell residents for excessive salaries paid to top city administrators, Mayor Oscar Hernandez announced today that he will serve the City of Bell without pay for the remainder of his term. Additionally, Hernandez said that he will not seek re-election. Hernandez's term expires in March 2011.


Hernandez made the following statement:

"Since my first day as mayor, my priority has been to make Bell a city its residents can be proud to call home.


“To the residents of this great city, I apologize that the Council’s past decisions with regard to the indefensible administrative salaries have failed to meet that test. We know we have hard work ahead of us to restore Bell's trust even as we work to maintain the unparalleled city services that our families depend on.


"As a first step to putting Bell on a new path forward in our governance, I will continue to serve our city without pay through the remainder of my term.


"While I will not be seeking a new term as Mayor, I would not be fulfilling my responsibilities as Mayor without working every day to ensure our essential city functions -- from safe streets and neighborhoods to children and senior services and our food bank -- continue to meet our city's needs.


“We must restore Bell's pride in our City and that requires a full, transparent, and deliberate review of the City's actions. To that end I will dedicate the remainder of my term to spearheading our city's cooperation with the Los Angeles County District Attorney and the California Attorney General’s inquiries.”

I hope that the PEOPLE of BELL issue OFFICIAL RECALL PAPERS TONIGHT against the four corrupt CITY COUNCIL MEMBERS TONIGHT.

This is a carnival that NO ONE can TOLERATE.....PERIOD.

 LOS ANGELES -- In a tragic early morning fire today, two people have been found dead inside an auto repair shop in East Los Angeles.  Two other were also injured in the blaze that took more than 120 firefighters to battle.  More than 8 people were reported living in this commercial location.

The fire started around 6:30 a.m. at a tire and muffler repair shop along the 800 block of Esperanza Street and was captured on several local television news stations here in Southern California.

About 38 fire companies responded to the massive fire.  More than 120 firefighters battled the blaze that took about an hour to knock out.

Then, during the search of the location, firefighters discovered the bodies of two people inside the building, according to Los Angeles Fire Department spokesman Devon Gayle.

The badly-burned bodies were found in upstairs living quarters, officials said.  The names of those who died have not been released and the bodies were so badly burned that the sex of them have not been determined at this time.

A man in his 60s was in critical condition after suffering second-degree and third-degree burns over 40-percent of his body, officials said. He was rushed to County USC Medical Center for treatment and the other burn victim was also being treated for his injuries.

Long Beach City Hall is in a state of shock this morning after the news that David Wodynski, the manager of the city's Budget and Performance Management Bureau passed away this weekend.

Wodynski was only 40 years old. The cause of his death has not been determined.

City Manager Pat West told the LBPost.com that his death is a "A tremendous loss to the City of Long Beach."

GREAT CAREER

Wodynski was a rising star in Long Beach.

He earned his Bachelor's Degree from the University of San Diego in 1992 and joined the Peace Corps and served as a volunteer in Tunisia until 1994.

That experience led to his decision to join the International City/County Management Association's (ICMA) International Municipal Programs team, where he developed municipal programs for European nations like Bulgaria, Slovakia, Kazakhstan and more until 2000, according to info in today's LBPost.com.

After receiving his Master's Degree in Public Administration from Harvard University's Kennedy School of Government, Wodynski became the Public Finance Advisor for the Organization for Security and Co-operation in Europe.

He came to Long Beach as a Management Assistant in 2002 and became the Budget Management Officer in 2003. Another promotion followed in 2007 when Wodynski was named manager of the Budget and Performance Management Bureau.

Wodynski leaves a young child.

Funeral arrangements are pending.  More details later.

Several hundred angry residents from a modest blue-collar Los Angeles suburb marched Sunday to call for the resignation of the mayor and some City Council members in a protest sparked by the sky-high salaries of three recently departed administrators.

The residents of the city of Bell marched to Oscar's Korner Market and Carniceria, owned by Mayor Oscar Hernandez, then to his home, demanding that he reduce his own six-figure compensation or quit.
They then did the same with some members of the City Council, with many marchers wearing T-shirts that read "My city is more corrupt than your city."

"I don't think they are taking it seriously. And we're serious," event organizer and longtime Bell resident Nestor Valencia, 45, told the Los Angeles Times. "They need to resign."

The protest was organized by Bell Association to Stop the Abuse, a group founded after the Times reported that Bell's city manager, police chief and assistant city manager were all being paid hundreds of thousands of dollars a year, with city manager Robert Rizzo collecting a check of $787,637. All three resigned on Friday.

One in six residents of the city of 40,000 southeast of Los Angeles lives in poverty.

"This is a test for our community," Valencia said. "There's been a fiasco here."

The newspaper also revealed that the mayor and three of the council's four other members make about $100,000 a year, most of it in salaries for sitting on boards and commissions. Only Councilman Lorenzo Velez makes a modest salary of about $8,000 a year.

On Sunday, Velez issued a statement calling the other council salaries "unconscionable," and joined the calls for resignations unless other council members accept the same money he makes.

The City Council has called an emergency meeting Monday to address the issue.

So did you get caught in the "all night" traffic jam on the Hollywood Freeway early this morning?

A huge nine care pile up on the famed 101 Freeway in Hollywood was shut down for a time earlier this morning.  BTW...nothing like a huge car pile up to ruin a night of "clubbing" in Hollywood....




Here are the details....

At around 2:15 a.m., a motorist lost control and hit the center divider near the Highland offramp on the southbound 101.

That vehicle was then hit by another car, sparking a chain reaction of crashes involving 9 vehicles as drivers tried to avoid the wreck.

Four people suffered minor injuries, according to police.

Remember, boys and girls, nothing good happens after 2:30 a.m. on the Hollywood Freeway on a Sunday morning.....duh.

Germany is in a state of shock this weekend.

A stampede at the Love Parade festival in Duisburg killed at least 19 people and injured many dozens more.

The scenes and raw video footage is hard to watch.

The intelligence of my readers will be able to draw their own conclusions about this tragic event....this can literally happen at any public event....at any given time.

The mass panic happened when people were pushing through an overcrowded tunnel, which lead to the Love Parade festival grounds - it was the lone entrance to the music festival with its 1.4 million visitors.

In panic, revelers tried to climb up steep staircases, and metal barricades; many of them fell off and onto the people below, which triggered the stampede.

While German Prosecutors opened an investigation into the causes of the deadly tragedy, the country remains in deep shock. Germany's Chancellor Angela Merkel said, "The young people came to celebrate and instead there are dead and injured. I am horrified by the suffering and the pain."

The mayor of Duisburg, Adolf Sauerland, said on Sunday, "I don't find words for the depth of my sorrow. This accident is so horrifying that you cannot describe it.

Nicolei Hurtado Ocana, the Compton High School math teacher who was arrested on several charges of sexually abusing three of his female students appears to be heading to the slammer for the next four years.

Ocana, on Friday pleaded no contest to sexually abusing three female students, the District Attorney’s Office announced.


Ocaña, 28, pleaded no contest before Compton Superior Court Judge John Cheroske to two felony counts of oral copulation, one of a person under 16 and one of a person under 18, and one misdemeanor count of child molestation, said Deputy District Attorney Kristin Trutanich.

Ocaña will be sentenced to four years in state prison when he returns on Aug. 20 for sentencing, she said. He also will be ordered to register as a sex offender for the rest of his life.

The offenses took place on various dates between Sept. 1, 2008, and April 21, 2010. One victim was 15 years old and the two others were 16 at the time of the offenses. All the incidents occurred at the school, Trutanich said.

Ocaña was arrested May 7 by investigators of the Los Angeles County Sheriff’s Department Special Victims Bureau.

I have been following this case since the beginning and I have received more than 50 letters from students, faculty and members of the great Compton community about the actions of Mr. Ocana.

Any crime against a child in our community from a teacher or educator, or caregiver cannot be tolerated.  My Prayers go out to the victims of Mr. Ocana.

The remaining charges will be dismissed when he is sentenced.

Armed suspects prompt 91 Fwy lane closures

All lanes of the 91 Freeway were closed between Bloomfield and Pioneer after a pursuit ended with suspects fleeing on foot. All lanes were opened to traffic by 5 p.m.
Officials believe suspects have bedded down in the brush near the freeway. Two police helicopters and two search dogs were on scene locating the suspects.

Authorities believe there are four to five suspects in total, described as three black men and a black woman. L.A. County Sheriff's deputies detained two men, and two suspects remained at large at 6 p.m. By 7:20 p.m., deputies had all suspects in custody.

The suspects, believed to be armed, allegedly robbed the Highglow Jewelry Store at 187th St. and Pioneer Blvd. in Artesia at about 2:30 p.m., according to the Los Angeles County Sheriff's Dept. No one was injured in the robbery.

Sheriff's deputies pursued the suspects for a short distance. The pursuit ended in a cul-de-sac on Palm St. just east of Norwalk Blvd. in Cerritos.

Tie Up So Cal Freeway Traffic


Four armed robbery suspects were arrested Friday after leading cops on a chase and later prompting a search that forced the closure of a stretch of the Artesia (91) Freeway in Cerritos.
  A jewelry store at Pioneer Boulevard and 187th Street in Artesia was robbed at gunpoint around 2:30 p.m., said Capt. Mike Parker of the Sheriff's Headquarters Bureau. Deputies spotted the suspect vehicle shortly after and a chase began.
  
"The pursuit terminated in a cul-de-sac in the 12000 block of Palm Street (in) Cerritos, when the suspects got out of their car and ran,'' said Parker.
  
One suspect "was soon detained by deputies, and a second suspect was apprehended hours later,'' said Parker.
  
Authorities believed the two outstanding suspects ran toward the Artesia Freeway, so its eastbound portion was closed between the Norwalk Boulevard exit and the San Gabriel River (605) Freeway while deputies searched, he said. The lanes were reopened around 4 p.m.
  
The last two suspects were taken into custody around 7:20 p.m., Parker said.  The names of the suspects were not available.

CERRITOS - So, did you get stuck in the traffic nightmare on the 91 Freeway Friday afternoon.... from the 605 Freeway to the Norwalk Boulevard?

I was just getting back from my travels from the volatile ghettos of of Kingston, Jamaica, when my beloved hood here was in a virtual police lock down.

This is what I learned from the City News Service about today's "craziness" ... and that is putting it mildly.

Two people were arrested on suspicion of armed robbery and at least two others were being sought, prompting a search of a Cerritos neighborhood and the closure of a stretch of the Artesia (91) Freeway.

A jewelry store was robbed at Pioneer Boulevard and 187th Street in Artesia was robbed at gunpoint about 2:30 p.m., said Deputy Mark Pope of the Sheriff's Headquarters Bureau.

After a brief pursuit, the suspects got out of their car and ran, and the pursuit led to a residential neighborhood in the 12000 block of Palm Street in Cerritos, where two suspects were arrested.

The eastbound 91 was closed between the Norwalk Boulevard exit and the San Gabriel River (605) Freeway as a result of the law enforcement activity.

As of 5:30 p.m., deputies continued to search for the remaining two or three suspects in the bushes along the eastbound side of the 91.

An air unit and search dogs were on the scene looking for the suspects, as well.
